Acer PC wont REBOOT

Please read me right: I have an AcerPower 1000 that will not REboot at all. When a program initiates a reboot and when I do it manually via the start button, it will log off and shutdown but it never boots back up. It just goes blank. I cant find any threads remotely close to this issue.

I ran memtest (8 passes) and it reported no errors. I have switched the power supply out and even the HDD, but am getting the same errors, so I dont think its either. What else might it be?
 
damn, sounds lame. Anyway, I ran this query in google and it found quite a few threads related to this problem.
 
what OS are you running? if it's windows xp do a repair on your OS. sounds like some corrupt windows files maybe a few DLL's as well.
