You can't download a recovery disc, since it is really an OEM preinstalled copy of Windows. You'll either have to install and optain a legal operating system yourself or contact Compaq (now owned by HP) for a recovery disc. With 256mb of RAM, I would strongly recommend Windows 2000 pro over Windows ME. Windows 2000 is arguably the most stable and reliable version of Windows to date, and you can get it for relatively cheap from Pricegrabber. Windows ME has a reputation for being the most unreliable version of Windows to date.
