Computer powers up the turns off.

Made what turns out to be the mistake (though rather obvious in hindsight) of turning of my computer in mid restart, only to find that ever after it is getting so far as to power everything up and then turn itself off before booting up. the monitor recieves nothing, though is working.

One beep is heard after the power is on, then machine dies.
Have tried taking out all components and replacing them, have tried boot with barebones, same result.

Had a similar problem when building it, was resolved by plugging one of the power cables into the motherboard. cannot see anything like that this time.

system specs:
AMD 4600 dual core (2.4ghz)
2GB ddr2 ram
160Gb seagate sata2 HD
nvidia 7600Gs 512mb GC
ASUS M2N SKI Deluxe Motherboard
 
The best I can tell about the PSU is what it says on the side:

turbolink switching powersupply
model no. win - 420 xspx pentium 4
AC out 230v ~ 4.5a 50Hz
Dc out 420w

and that it came with this case:
Aspire Dreamer II Blue Midi tower 400W PSU 2x LCD fans +USB +Audio ATX.
 
While I agree that PSU is probably not a good choice, I'm not entirely sure that's the problem. I'd check the CPU cooler that it's securely and properly installed, and that the fan works. The symptoms you're describing seem to indicate the CPU overheating and the BIOS shutting the system off.

Of course, make sure any and all power connectors on the motherboard are plugged in. Some motherboards can swing without them all, but others require it to run. Check that out while you're digging around.
