CPU fan wont increase RPM when under load. HELP!

Hi there,
Recently my CPU fan stopped increasing its RPM when under load. This means I can no longer do anything heavy duty with the computer, which is a big problem. It occurred shortly after I upgraded my video card to a GTS 450 from an 8800gt.
I've checked the BIOS settings, tried playing around in SpeedFan and cleaned the actual fan itself but to no avail. Strangely enough SpeedFan doesnt detect my GPU fan but detects the card itself. The CPU gets well over 70c when I'm trying to play a game and I can't continue doing this. Please help.
I'm running an Nforce 650i ultra and a q6600 CPU.

In BIOS, have you checked the Fan Speed Control, under Power > Hardware Monitor? Make sure all controls are set to the Duty Cycle setting and set at 100%.

Edit: updating your BIOS may help as well. You can also set the the controls to Q-Fan Mode, which tells the fan to increase RPM when the system needs cooling. It's more of a dynamic way of cooling, as opposed to Duty Cycle which sets the RPM at a static 100%.
 
yeah, everything in the BIOS is set to automatic for fan speed control. No changes were made to the BIOS recently, so I dont understand what the problem could be. I've rolledback the videa card drivers, updated the MB drivers, formatted and reinstalled OS. Nothing seems to work.
 
I just flashed the Bios with the newest version and the options i have remain the same.
They are no options for Q-fan or Duty cycle mode, only a threshold percentage that I can enter if the CPU becomes to hot, but I dont think it even has an effect. Other than that the only CPU related options are for thermal control (TM1 & TM2) which I actually dont know what do, haha.

I'm half way through Portal 2 and my computer decides to pull this on me. I'm literally throthing at the mouth.
 
I might be mistaken, correct me if I am cube, but can't you just cut the 3rd wire on the cpu fan so that there is no speed control?
It's usually a white wire. Red + Black -.
Yeah so no speed control, big whoop. At least you can have a fan that runs 100% all the time.
