eBay Seller Account - No Credit/Debit Card

Hi, i would like to know how companys have an account with eBay and are nlot actually in a specific country, i mean like registered with eBay Canada and are based in China???

But mainly ive noticed that if you live in places like India or Ireland you can pohone register to verify your account, their must be people who dont actualy live in a certain specific area be joinging this way? how can i do this as im in the uk but have no cards?

Not sure it's possible to have an eBay account without a card, because for putting up auctions you will be charged a fee for it based on what you include in your auctions and what features you want to use. So they'd need a debit/credit card account so they can actually collect payment from you, or a PayPal account, but that requires a card too.
