Nearly all free proxy servers are saturated, your best chance is to take out a subscription to a high bandwidth service.
relakks provide a VPN service for a pittance a month, with as much bandwidth as you can take. [and when your using it as far as the world is concerned your in sweeden]
also, i belive http-tunnel needs a http-tunnel server, if your trying to tunnel through a proxy server (like one at work, library's, schools etc) then your best bet is creating a ssh tunnel inside a http-tunnel to a machine you control elsewhere, this way your traffic is encrypted and has a HTTP header (so the proxy server will let it through).
you could also use Tor, its about as anonymous you can get on the internet (but its very slow, due to how many machines your traffic is bounced between... its a bit like dial up)
