Installed TV Tuner Card but no programs detect it

I just installed a TV Tuner card in my comp and installed the Windows driver for it and downloaded some TV Tuner software to test it out but every program so far said it didn't detect any video capture device.

I haven't plugged a TV or other video output into the tuner card yet could that be why the programs aren't detecting it?
 
Usually you have to select the video capture device in settings menu for the software you are using.

which tv card is it? what are you computer specs?
 
Hi , i have installed Honstech TV plus 4.0 and with the TV tuner card, it is giving me error saying " capture device is not intialised ", can any1 plz help me with this regard
