Is my new card FAULTY? Please Help me thanks^^

Hello i need your help to solve my problem... (sry if my english is bad)

Recently i just bought a GALAXY 128mb 8x AGP Geforce 6600GT (perfect condition i assume) around 2 months ago.. But ive started overclocking it couple weeks after..(using Rivatuner)
I obtained the maximum core and memory from various site that the card can handle.. ( 550/1248 ) ..Somehow ive overclocked it to a lower speed ( 545/1220 ) and my temperature is constant 60-63 even without overclocking..
But last week i realise the card`s performance has reduced.. I used to have an average of 35fps playing BF2 with medium settings.. but now i get around 19fps with stuttering sometimes..
this happens to other games too.. i`ve compared it with my old Abit 4x 64mb Geforce4-SE but the 6600GT is ONLY SLIGHTLY better.. this shouldnt be happening..
What should i do now? consider it faulty?


P/S: Ive tried reformatting twice.. no miracle.. :(

Its unlikely its faulty, i would drop the speeds back to default and overclock in small increments and test in benchmarks or games for stability!
Just because someone else got that speed doesnt mean you will, it depends on silicone, core and RAM quality and differs from computer to computer!
If your into overclocking the stock heatsink is not going to perform well, consider buying a better heatsink for it!
 
I think he means that revert your card back to default settings and then using the Oc software slowy oc the card untill the optiaml performance is reached. but if its running at 62 degrees standard then cooling should defiantly be considered before overclocking again. if the card still works than there is small chance it is faulty they usualy just pack u pall together try unistalling it completley and reinstalling in again from scratch. check if the connections are right too, that can sometimes make a small difference a big difference, but yes reverting to default settings should work, or download new drivers, or possibly those you got on the disk with your gpu, then look for newer ones but before that note if the performance became back to normal, drivers can be a pain sometimes
 
62 degrees? be4 i overclocked, the card is already at 60 (stock cooling) and it has good air flow. btw.. im sure that its spoilt now :(( i scored 4065 for 3dMark2001 (2001)! just a few marks leading my Gf4 lol... anyway, thx for ur help guys..
