Hard to say, the area around the eye looks a little different to the rest of the image, the tones and general 'feel' of it isn't the same leading me to believe it is Photoshopped...
Yeah possibly, I guess unless the person who 'took / edited' (I say that as it could be either...) the photo tells you then you'll not know for certain.
