Yes, absolute garbage really, and the only reason they are doing this is to avoid actually fixing the problem, which is updating the internet infrastructure. Ether way, this is just a dumb attempt to make more money.

Frustrating since more and more media is available through the internet, do they expect people not to use these services when they have paid for their internet access?

What's more annoying is that in an ever-continuing struggle to get more customers ISPs are advertising even faster speeds, even up to 50mbit. I'm being "traffic managed" by Virgin because I am a heavy user with a 2mbit connection. What the hell is throttling speeds going to do when there are people using 50mbit connections?
