Low FPS?

Hey guys, i'm new to this site.. I joined up becase i'm frustrated with the new PC i just bought and upgraded. (If i'm posting in the wrong place or anything let me know!)
Anyway, my pc:
AMD Phenom II X6 1065T 2.9 ..
6gb DDR3 ram
700 watt power supply
Geforce GTX480 1.5gb

So my problem is low and/or heavily fluctuating FPS's on pretty much every game i'm trying to play.. The drivers are up to date. Most of my games are played from an ISO file on a vurtual drive, and for most games I'm trying to run them at maxed out settings, but I'm monitoring the CPU and GPU on another monitor and they never even come close to maxing out, so i'm wondering what could be causing this low FPS problem. Thanks. Also I wasn't really sure what info is needed here but I'm happy to provide anything that may help..

Windows 7 installed last year.

If I were you I would run some bench marking tests on the memory and CPU, or use FRAPS for testing your frames with different settings in games. http://topsoft.co.uk/fraps

Also, what do you mean by "low FPS"? And how are you determining this quantity?

Have you tried other games without a virtual disk program? It's possible that program may be the source of your woes.

Its probably the fact that you are pulling data from an ISO instead of the actual CD/DVD itself. disk virtualization can be slow. also, even ISOs can fragment. its happened to me on my system.
