My computer delays to switch on.

My computer consists of:

PSU: Antec 380W Truepower
Case: Antec
CPU: AMD 3000+ Winchester
RAM: 2x512 DDR 400 Kingston
Mainboard: GIGABYTE GA-K8NF-9
GPU: RADEON X800XL Sapphire
UPS: POWERWARE 1000KVA

The following problem has arisen after some months of use:

When I give power by switching on the UPS the LEDs on the keyboard
start blinking. If I try to switch on the computer the computer
doesn't respond. When the LEDs stop blinking and I try to
switch the computer the computer operates immediately. Some times
doesn't POST but most times does the POST.

If I shut off the computer and I operate it after some minutes the
above problem does not exist.

I've tried the following:

-Using a vacuum cleaner I took the dust from inside and outside the
case.

-I disconnected the UPS from the computer and I connected the
computer directly to the wall socket.

Both solutions didn't have a positive result.

Can you tell me what are the possible problems that may my computer
have and what are the possible solutions?

Could possibly point to a motherboard issue... try an ATX reset - disconnect power, hold power button down for about 25 seconds, reconnect power, and boot. Also try removing all peripherals and using power only - watch the HDD light flicker for a short while and then come to a halt - this means it's on the Windows login screen. If the HDD light doesn't flicker at all or flickers very slowly or in a regular pattern then it's likely the issue with pausing at POST is still occuring without peripherals intact.

Make sure your front panel is connected to mobo pins correctly too.

When the Computer does post, resetting the Bios wouldent hurt too, maybe that will help.
