    If I were to buy 2 sets of neon LEDs for my computer, blue and green, is itfairly simple to turn say the green off and have just the blue on or both off, depending on time/mood/etc

    Yes. Each cathode package comes with it's own inverter and power switch. The trend has generally been for the switch to be on a slot cover in the back. Unless you rig both up to go off the same switch, then they're set to do what you want by default.

    I always wondered where people put the switches. I just have mine hanging!

    The inverters ive seen (I didnt know they were inverters) tend to be able to power two cathodes so if you decide you want to power both cathodes with one switch its is also done easily.
