Odd Performance Issues

I've been having some strange performance issues, which based on my hardware, I don't think should be happening. Here are my specifications:

I ran a 3DMark06 Test, and compared it to others, who had similar specifications to mine. I scored 7176 overall, with a SM2.0 Score of 3065, a HDR/SM3.0 Score of 3389, and a CPU Score of 1765. During the tests, the CPU specific tests seemed to go very slowly (around 1-2 FPS), whereas the GPU specific tests didn't go incredibly well, but hit around 25-35 FPS.

I'm a gamer, and running games at a significantly low rate is quite frustrating. Does anyone know why I'm having performance issues? Right off the bat I can tell you that I

(a) Have updated my drivers (and system, of course)
(b) Have reinstalled drivers
(c) Have uninstalled unnecessary software
(d) Have cleaned out dust from my computer

when you compared your scores to similar spec'd systems how did it fair? was it far lower? also what games are you having issues with? the 9800 gt isn't really a modern card, if you are talking about the latest games i would venture to guess this could be part of your problem.
 
Yes it was far lower. I'm having trouble with most games. It's not like everything's unplayable, but dropping below 20 FPS during games is just very frustrating. Also, I'm not using the 9800 GT, which as you said is not a particularly modern card. I am using the 9800 GTX, which is looked at as a decent to good card.

What I'm actually really concerned about is the issues with the CPU testing. Before that, I hadn't even considered the Q8300 to be a problem, as I assumed that having a quad core processor kind of...set me up for life, to put it simplistically.

Do you think that if I got a new GPU, such as the GTX 560 Ti, my problems would just be magically fixed?
 
If you're cpu test scores are really low compared to other core 2 quad qXXXX systems then no, there is some other problem. if you run cpuz does it say the cpu is running at the proper speed? also be sure you are comparing your system to other core 2 quads, not the core 2 extreme and not more modern quad cores.

the 9800 gtx is ~15% faster than a 9800 gt. it's very odd how excessive the price difference is between the two. I can't find anywhere to compare the benchmarks of a 9800 gtx Vs a 560 ti side by side, but i was able to find some benchmak scores for the 9800 gtx from 2008 when they were first released. the 560 ti scores roughly 300% higher. so all in all "would a upgrade to a 560 ti improve your gaming experience" absolutely, a very noticable difference. but you still should get to the root of the cpu problem, assuming that you were comparing it to another core 2 quad and there actually is a problem.
