PC lagging...

ok, i know the title's a little general.. but that's exactly my problem.
my box is pretty fast i think, here's my specs:

a8n-sli premium mobo
athlon64 3200+
evga 6800gs
1gb ram
hitachi sata2 80gb hdd (boot drive)
2 maxtor ide 40gb hdd (just additional storage drives)
sb audigy 2
antec 400w

i did a clean install of xp32, installed and updated all the drivers fine, avoided installing the swe ide driver for the nvidia chipset, and the comp is running smooth.
here's my problem:
whenever the pc reaches 100% cpu usage, it takes a while to drop down, and the pc gets super laggy. the main problem happens when i try to play UT2004, w/ all the settings cranked up. the main menu loads fine, but after about 30 seconds, everything gets laggy. the mouse even lags like hell. if i don't exit out, the pc freezes.

i remember when i first upgraded my comp to this setup, i played ut all the way cranked up just fine. also HL2 all the way. i don't know what happened since then that caused this problem.

i defragged my hdd, ran antivirus.
i tried testing both sticks of my 512 ram, that's not the problem. i tried switching around the psu cables so there's nothing else attached to the wires that's attached to my gfx cables. i tried using forceware coolbits2 to make the 2d and 3d clockspeeds the same.
the only thing i didn't try yet was changing my psu. my 400w antec is 20 pin, but my mobo takes 24 pin. but i plugged in the 4pin ez-plug on my mobo, which is what users of 20pin psu have to do.

can anyone think of any suggestions? thanks a lot.

I don't know exactly what your problem is, but I will recommend you download and install CCleaner available at www.ccleaner.com. It's a freeware registry cleaner that can find and remove obsolete entries/keys.

Even if this doesn't fix your problem, at least you will have a clean and optimised registry :)

yea.. i would try that, but this is after a FRESH FRESH FRESH install of xp. i loaded only the necessary drivers and progs.
 
Bad luck man, your pc is realy good and youve done everything i can think of other than formating and starting again so i cant see why it is lagging.
 
Try editing your UT2004.ini and change the engine cache from 32mb to 96mb:

CacheSizeMegs=96
Does that help? Also, are the lagging games network games or local ones (on your own PC)?

No.. unfortunately it didn't work.. I have it on 1024xsomething, and just some settings are high. I KNOW my comp can handle those settings.. but it can't for some reason. When it enters the main menu it's smooth, then after about 20 seconds, it lags the hell up. The hdd led isn't active either, and the vid card temp is around 44c.. pissing me off.............
 
This may sound like a stupid question, but if you have an external 12v power connector on your video card, is it plugged in all the way? I was having really bad lag, and lo and behold my video card had become unplugged from my PSU during the move from my old home to my current one. Took me forever to figure that one out, as everything else functioned properly.

yup, my evga 6800gs has two 4pin power plugs, and both of them are plugged in. my psu is the SL400 from antec, a 400 watt psu. i have 2cd drives, 1sata drive, 2 ide drives, sound card, the 6800gs, and 5 case fans.. am i putting too much stress on the psu? also, it's a 20 pin, but my mobo has 24 pin connector.. but i have the ez-plug plugged in..
