PC Turns on, monitor is on standby, no onboard graphics card display

Ok, a while back my computer died, so i tried doing some work with it. ive put in a new hard drive with an OS, because the old one was infected and corrupted alot of files, but when i tested my graphics card, the fan wasn't moving. this was due to rusting, so i took out the card and tried the onboard graphics card, however, the monitor stays on standby mode and displays nothing. i have tested this and other monitors and all of them work. Recently, i came across two old ATI's i don't know what model they are but they seem pretty old, and fit in the slot. when i plug the monitor into the ATI's i get the same response, nothing. ive tested the power supply and it is good, the mobo might still be good, the CPU Fan is working, The RAM is new and ive tested others of the same brand with the same response.

BASICALLY: i've narrowed it down to a graphics card problem (i think) and don't know how to test it

Well, i tried that a while ago on a Dell and an HP, and they didn't work, which is why i posted, untill i found an old Antec tower, which did accept them, so it doesn't really matter now, because ill be using that Antec,
