Problem: Monitor or video card??

I have a Samsung SyncMaster 710n LCD monitor that shows faints streaks across the screen when the screen is a solid black or dark color. Can anyone tell me if this is a product of the monitor i have or possibly the video card? i currently have a maddog product with nvidia geforce. i'm kind of upgrading to a eVGA video card with Geforce4 MX440-8X (i wanted a tv input and this had one). Anyone with thoughts on this is greatly appreciated!!
 
I'm guessing its the monitor, but I'm not all too sure on that. Try getting the graphics card you want and see if it still happens.
