i've just been playing call of duty 2 and noticed a considerable fps drop between directx7 vs directx9 video settings with directx7 settings the frame rate was sync perfect at 75fps but when i changed it to directx10 the fps drops to an average of 45fps

will getting sli (a second gpu) boost the fps to 60+ and my second question does it have to be the exact same gpu i have now to work with sli

i currently have 1x 7800GT, i was hoping to get 7800GTX or 7900GT(X)

You will Need the EXACT same GPU (Make and Model i belive), other than than i cant help :/

DX9 has a lot more things that need to be processed than with DX7. Essentially better eye candy and more detailed renderings.
 
Essentially you need to have the same GPU for SLI but you dont need to get it from the same vendor.

Can I mix and match graphics cards?
In order to provide optimal symmetric scaling, SLI technology requires the NVIDIA GPUs to match. For example, a GeForce 7800 GTX must be paired with another GeForce 7800 GTX. Likewise, a GeForce 6600 GT must be paired with another GeForce 6600 GT. However, using the latest Release 80 or later graphics drivers, NVIDIA GPUs sold by different manufacturers can be used together in an SLI configuration. For example, a GeForce 7800 GT from vendor ABC can be matched with a GeForce 7800 GT from vendor XYZ.
