Replace a 2.4ghz cpu with a 2.8?

Hi. Recently, an electrical storm fried my Dell Dimension 3000 mobo. I have since been using an older Dimension 2400 with a 2.4 GHZ cpu. I assume the 3000 has a 2.8 or above cpu and hopefully it wasn't damaged by the storm. Would it be worth the trouble to replace the 2.4 ghz cpu with the 2.8 cpu?
 
I switched the processor with the 2.8 GHZ and the machine would not boot. My first thought was that the processor got burned with the mobo. Is there any other reason for this? Did I miss a step somewhere? I have switched the 2.4 back and it boots up fine.
 
The only thing i could think of is that your power supply isn't giving the CPU enough power. Thats highly unlikely though since both Dimension version use the same, 250W or 200W power supply. Correct?
Its probably burnt out
 
Is the 2.8 cpu supported by that motherboard?
Does the motherboard give any error beeps off as it powers up?
Maybe try to reset the BIOS (via jumpers, probably).
