second HDD problem

I've just tried installing a new hdd and can't get it to show under " My computer". I've checked it in Control panel- System and it shows there, but not under " my computer". I've tried it with both IDE cables . No joy, any help would be appreciated
 
are you using windows XP? if so

Start -> Settings -> Control Panel -> Administrative Tools (or Performance and Maintenance) -> Computer Management -> Disk Management

here you should see the new unformated disk, right click on it and you will see the formating options.
