Depending on the hard drive and circumstance , don't need software...By using peggy back method, you can retrieve almost all data..

I used a product from EASUS recently to recover some files.. Although not all files can be saved.

R-Studio is probably the best thing out there for recovering files of any kind, even on damaged drives.
Second to that is Stellar Recovery - its not as powerful but has an easier interface
