Windows 98 restarts when we try to shutdown

Hi guys I bought a new HDD 40 GB (SAMSUNG) and installed win98 SE operating system. After the installation of the Software i tried to shut down the machine and it keeps restarting. It tried with the Fast shut down option in the MSCONFIG advanced tab. Tried to do the scanreg fix but still it doesnt work. Then i formatted it again and reinstallation another copy of the windows 98 SE. I face the same problem, any body please help

Apparently, according to some posts I've read, the problem is with the Fast Shutdown option. Disable that option and see if that works.
 
I tried with the fast shut down option but it doesnt help as the machine wont shut down at all. Please help is there any way to fix this problem
 
are you sure all the switches are in their right positions on the jumpers on the mobo?

I think your problem IS the fast shut-down option, disable it and see if the computer will shut down then.
