    do you mean if the tuner card has it's own cpu, ram etc and doesn't depend on system cpu and memory for processing? if so, I havn't come across a tv card like that before.

    System wont run after cleaning heat sink and fan.

    have you bent any pins on the cpu? when installing the cpu in the socket did you latch it down correctly? clean the cpu with some tissue, re apply thermal paste. secure down the heatsink, reset cmos, make sure the 4pin or 8pin cpu power connector is also in place.

    You have a PCI-Express x16 2.0 slot (4GB/s) bus cap/limit. So look to invest in a PCI-Express x16 2.0 card, you can go for a 2.1 card but there's not difference in the bus frequency.     is the gpu bios posting? it's the first piece of hardware that posts followed by system bios. how can you run your system without a graphics card if it has no onboard gpu? a gpu is an essential component needed for system bios to post.

    as edijs says the memory controller will set the frequency to the slowest memory module installed in your case 266mhz. but judging from your 800mhz ram the timings are spot on for 800mhz ram 4 -4 -4 -12 can't get much better than that. your best to invest in a proper dual channel kit.
