    Interesting issue. Friend of mine few years back had the same exact issue. He had like 10,000 pics in one folder and when he tried to scroll down and view em all, windows would crash and restart.     Whats your budget like? This 550ti will suffice. An extra 2gb of ddr3 would help you out as well. And a core 2 duo will give you some lag when you increase the graphic settings.

    It might also be an issue with your hard drive. Install DiskCheckup (free). Run it and select the S.M.A.R.T. tab to see if it gives you any red errors. Also, make sure your running in DMA mode and not PIO. Go here and follow the steps to verify that you're in DMA mode.
