Sounds more like the amount of memory that the OS is hogging for itself. All 4 gigs are being used, but only 2.99 are avaliable cuz windows is using the other 1.1: 32 bit Operating systems can use a maximum of 4 gigs. After the 4 gig mark is when you need to upgrade to 64 bit.

To the best of my knowledge, it depends on your RAID card. Check with manufacturer to see if it's supported.
